Sqirlz Water Reflections is a nice little freeware tool which offers you the ability to add wave effects to your photos.
Within the application, you are given several options for the effect to be applied such as the type of wave, the strength and the separation between the waves. It also gives you the option of changing the viewers' perspective.
After you're done creating the wave animation, you can save your final file as either an Adobe Flash SWF file or even export it as an AVI video.
